• Every women /men who are residents of HIMACHAL PRADESH and above the age of 18 years can become member of Committee. He should not be mentally sick, bankrupt and should not have indulged in any crimes and punished by court.
  • Committee members would have to pay rupees 101 at the time of registration and after that yearly charges of rupees 500 will be payed by them. The above stated amount will be taken once at the time of registration and after that members would pay yearly charges within first three months of new financial year.
  • If member is not able to deposit annual charges within first three months, his membership will be cancelled. If such members pay annual charges at the end of third month or beginning of fourth month his membership could last with the permission of working committee with payment of late fee of rupees 10 and he have to get registered once again by paying 101 rupees. If any members work against rules of the committee or does not take interest in the working of committee, his membership would be cancelled by voting moreover he /she would be given 15 days time for explanation in written.
  • Committee members will be called for the formation of general house of the committee but the members who have not payed annual charges within three months of new financial year will not be able participate in house of committee. Committee’s full quorum will constitute of 51% of total members. In case of equal votes president will have an extra vote and it will be his sole responsibility to select appropriate side for proper functioning.
  • Committee will conduct yearly normal meeting in which there will be voting for formation of working committee. This will last for three years. Committee will have office bearers as following: – 1. President, 2. Vice president 3.Secretary 4. Treasurer 5. 1-5 will be members of working committee.
  • Working committee will be responsible for the working of the committee and it will practice all rights and powers which have been passed by committee in general session under the society registration act 21, 1860 and that acts which are explained in the HIMACHAL PRADESH.
  • No member of Committee will be allowed to obtain any salaried post before it is passed in the normal session of committee. If the general session agrees for the salary of the member who is also the member of working committee. He/she will be given salary and the records will be maintained in the accounts register of the committee and member will not take personnel benefits from the post of working committee.
  • If due to death or resignation, any post of working committee is left vacant then member of working committee have right to nominate new member among general members of the committee
  • No members of working committee will allow voting in any such cases in which they are themselves involved.
  • To accept the resignation of the members of working committee or general members, will be matter of consideration of working committee.
  • Working committee will work in the direction of progress and development of committee.
  • Normally working committee will have following rights:-
  • To prepare the income and expenditure of committee and to prepare budget of the committee and present it before the normal session of the committee for approval.
    • To obtain donations and loans.
    • To give special rights to president and vice president.
    • To spend the income of the committee on the progress of the committee.
  • Working committee will meet once in every three months. It can meet earlier if required. Quorum will constitute half of the members. Meeting could be cancelled if half of the members of the quorum are absent and same meeting will be called in next 10 days. If again full quorum is not present in next meeting, then after waiting for one hour the present members will be considered as full quorum and only those agendas will be passed which were discussed or presented in earlier dismissed meetings.
  • Committee will conduct general meetings once in a year. Under special circumstances the meeting could be called earlier. If in one hour quorum is not full the meeting will be cancelled. If after waiting for one hour quorum is not full then the present members will constitute the quorum and only those agendas will be passed which were discussed or presented in earlier dismissed meetings.
  • On request of president of committee, 15 committee members, and all members of working committee the general meeting can be called for which a written application have to be submitted to secretary of the committee. If working committee does not call meeting of committee within one month the applicants will have right to call meeting on their own within two months. For such meeting notice have to be served to normal members of committee 15 days before the meeting.
  • Committee will have following rights during general session which will take place once a year.
    • To see the matters of removing members from committee.
    • Electing working committee by majority.
    • To discuss all the matters which are kept by the working committee before normal house.
  • Normally general house have right to change or amend rules and regulations or to increase these rules of committee if they have half of the majority of the committee members.
  • The source of income of committee will be from following:-
    • Registration of members.
    • Annual fees from members.
    • Loans and donations from non government organisations, government department, private agencies, foreign agencies etc.
    • By collecting donations.
    • The income of committee will be deposited in banks or post offices where interest on amount will become earning of committee. Deposited amount could be withdrawn from bank or post office by authorised signature of two office bearers of working committee. No other member will be allowed to withdraw any amount.
  • By the majority of two third of total members of committee decision will be taken to dissolve the committee. To dissolve committee section 21, 1860 and act 13 and 14 will be implied.
  • a) The membership of such members of working committee or normal members will be cancelled who will not be able to participate consecutively 3 meetings of committee and did not give appropriate reason for the same. These rules are applicable to all members of the committee.
    b) The membership of any member of committee will be cancelled if gets mentally sick, bankrupt and have indulged in any crimes and punished by court.
  • The profit earned by the committee will not be distributed among members of the committee. In spite of it, it will be directed to development and progress of committee.
  • If committee understands right it can consider adding members to working committee from the representatives of panchayat. These members will not have right to vote. These members will be counted in quorum. Committee’s secretary and director will be non salaried members of the committee.
  • Members of committee will earn lifetime membership if they, after paying registration and annual charges also donate rupees 11,000 to committee.
  • At time of registration of committee members who were present will be the founder members of committee and among them two third members will be nominated for working committee.
  • Secretary of the committee will be permanent secretary of the committee. He will also be the nominated director of the working committee.
  • The general house and senior founder organisation of the committee could appoint the senior social worker who can be the member of committee as chief patron officer.
  • General house will appoint joint secretary who will look after all the works of general secretary/director of the standing committee and coordinate all the projects.
  • From the satisfaction of general house of the committee, formed working committee can again be re-elected for the term of next three years.
  • General house will nominate a joint secretary of the committee who will act as a joint director of the committee and will preside over meetings of standing committee in absence of director. He is expected to complete all work of committee with dedication.
  • Secretary /director of committee will act as principal investigator or co principal investigator in all schemes. They will be given TA/DA for all the schemes initiated or started by them.
  • If members of the working committee explore areas outside their area of work they will be entitled for allowances permissible by the committee.
